Escondido Peeper Victim Speaks Out

A victim of the worst peeper in North County history told NBC San Diego in an exclusive interview that Julio Cesar Garcia should be locked up for good.

Louise doesn't want her last name revealed.

She's the victim seen in an Escondido department store surveillance video that launched the investigation into 23-year-old Garcia.

Escondido Police investigators say he took thousands of videos and pictures "up the skirts" of unsuspecting women and teenage girls, including his next door neighbor in Valley Center.

“If he was doing it to that extent…he was probably going to keep doing it so the longer behind bars the better,"Louise said.

On Friday a judge sentenced Garcia to four years and four months in prison.

He will also have to register as a sex offender when he is released.

Louise is glad her case helped bring him to justice.

“I’d rather him go to jail for taking a picture up my skirt than for raping a little girl or something worse,” she said.
