City May Start Ticketing Homeless Again

The city might start issuing tickets again to people who sleep on the street.

The city ticketed people until 2007 when a suit was filed, arguing that the San Diego didn't have enough beds in shelters. The lawsuit also stated that it was cruel and unusual punishment to deprive people of their right to sleep.
   
Now, the voiceofsandiego.org is reporting, officials want to split the city into zones. People who sleep in zones where there are enough beds in shelters would be ticketed.
