Civil Lawsuit Filed Against SDPD, City in Drug Sales Case

One of the victims was a child.

A civil suit has been filed against the city and the San Diego Police Department for damages related to the theft of prescription medication - some of which belonged to a child - in the scandal that landed two former San Diego police officers behind bars.

Thomas Siemer, Michael Bray and Bray's minor son Zachary filed a complaint for negligence, emotional distress, invasion of privacy, trespassing and other violations after Bryce and Jennifer Charpentier stole prescription medications from their homes.

"Defendants intentionally and substantially interfered with plaintiffs' property by taking possession of the prescription drugs without the consent of plaintiffs," the suit reads.

The complaint says the Charpentier's stole medication necessary for the treatment of "life threatening" and "life altering" diseases, which were stolen from their homes while the two were on duty, and that the former officers "conducted themselves in an outrageous manner by invading plaintiffs' home, stealing from them, invading their privacy, and falsely imprisoning them."

Bryce, 32, and Jennifer, 41, pleaded guilty in November to selling and furnishing a narcotic substance, possession of a firearm by an addict, conspiracy to commit a burglary and conspiracy to commit a crime: possession and sale of a controlled substance.

They were each sentenced to three years in state prison for their crimes and reported for custody Feb. 6.
