SAN DIEGO -- Gov. Arnold Schwarzenegger will be in San Diego Wednesday morning to announce a new state grant for San Diego's port security.
The grant will help to to commission the Joint Harbor Operations Center, which will combine the efforts of the U.S. Coast Guard with the work of five other agencies under one roof to defend, protect and respond to emergencies in San Diego.
The facility will make San Diego just one of two sites in the United States that have been designated to establish this prototype.
