Local lawmakers want to make sure one of then-Gov. Governor Schwarzenegger's last acts in office does not happen again.
Assemblymen Marty Block and Nathan Fletcher are introducing a bill to make sure victims and prosecutors get a 30-day notice when a request for a pardon or commutation is made.
Schwarzenegger cut the sentence of Esteban Nunez from 16 years to 7 years.
District Attorney Bonnie Dumanis says her office was blindsided by Schwarzenegger's decision.
"Last minute commutations, like this one, without all the facts from parents or prosecution, only fuels the public mistrust of government, diminishes justice and short circuits due process," said San Diego County District Attorney Bonnie Dumanis.
The legislation would not impact Nunez's reduced sentence, only future pardon requests.
Santos' parents are suing the former governor.
