Northbound I-5 was partially closed for police activity Monday afternoon, according to the California Highway Patrol (CHP).
Three lanes between La Jolla Village Drive and Genesee Avenue were shut down around 1:30 p.m., said CHP.
Drivers saw heavy traffic delays.
All lanes were reopened shortly after 3 p.m.
