Border Patrol officers detained 19 Mexican nationals Wednesday who were aboard a boat that washed ashore in Carlsbad.
A U.S. Customs and Border Protection agent spotted the panga near Ponto Beach, south of Palomar Airport Road, at about 8 a.m.
CBP arrested 14 people who were already on shore when officers made contact. Five people took off in the boat and were arrested on the water, CBP said.
All will be presented to the U.S. attorney's office for prosecution, CBP said.
