Border Patrol agents take over investigation

Coast Guard officers found a panga along Ponto Beach around 2am Monday morning.

Border Patrol is investigating the boat, which never came to shore, authorities say. As it reached a shallow area, 11 of the 13 boat occupants ran up the beach.

All 13 people in the boat were eventually arrested. There were 10 men and three women. They were all Mexican nationals in the country illegally. None of them were injured.

The California National Guardsmen were able to monitor the boat as it went south and notified the Office of Air and Marine.

Typically, smugglers pay about $5,000 to get into the U.S. using a boat, according to a spokesperson with Border Patrol.
