Tootsies, which brought hip and affordable shoes to Girard Avenue when it opened late last year, is offering 40 percent off its selection of fall shoes right now, from a stock that includes Bernardo, Sam Edelman, Seychelles, Lucky Brand, and Jeffrey Campbell.
