Vista City Councilman Frank Lopez may have violated state ethics laws by failing to report a $25,000 loan.
An investigation by our media partner the North County Times reveals the loan was from a local developer who had business before the council.
In 2006, the Vista city council gave that developer permission to hook up his proposed project to the city's sewage treatment system.
The paper reports Lopez may have borrowed the cash in 2005 but that loan has never been reported on Lopez's economic interest form, which elected officials are required to file each year.
Vista city council members are already pressuring Lopez to resign, after revelations he wrote more than 650 bad personal checks between 2004 and 2009.
Most of those checks were connected to his Casa Linda Mexican restaurant, and do not involve city business.
Lopez declined to comment to the paper before the story published in Friday’s edition.
