The neighbor reported hearing a vehicle speed off afterward, according to San Diego Police Department Watch Commander Officer John Buttle.
The 38-year-old victim, who was shot in the chest, was transported to a hospital with life-threatening injuries, Officer Buttle said. Police added the victim is expected to survive.
A 41-year-old woman was standing near the victim and was unhurt. Her car, however, was struck by the gunfire. A total of 13 shell casings were found at the scene.
