The city will pay a brain damaged teen $175,000 after the City Council conceded that a Chicago police officer misused a taser gun on the enraged boy.

Marine Corps reservist witnessed a man allegedly steal a woman's purse Thursday outside a North County mall and then chased and subdued the man with a stun gun, authorities confirmed.

The quarter-mile Rancho Penasquitos chase started in a Black Mountain Road shopping center.

The reservist, whose name has not been released, reported he saw Brandon Leigh Eads, 24, open a woman's passenger door and grab her purse, police said.

The reservist then pursued Eads to near the intersection of Paseo Montalban and Twin Trails Drive where he used the stun gun.

Police arrived shortly thereafter and arrested Eads, who was treated for minor injuries.

The woman was not injured, and the reservist will not be charged with any crimes, police said.
