What is this huge Wooden Structure in Solana Beach?

A 10-by-15-by-60 foot wooden structure has been constructed on the south side of San Elijo Lagoon in Solana Beach. The huge structure is part of the North Coast Corridor Program, eventually the structure will help build a pedestrian tunnel underneath the railroad.
