Where Did Balboa Centennial Money Go?

City Councilman David Alvarez is questioning where millions of taxpayer dollars meant for the Balboa Park Centennial Celebration have gone. City Attorney Jan Goldsmith says of the $2.8 million allotted, only $200,000 remains.
