Briggs: City Attorney Aims to Disenfranchise Voters

A San Diego attorney spearheading a downtown development proposal that allows for a stadium has accused the City Attorney of attempting to disenfranchise voters by threatening to keep a citizen’s referendum off the November ballot. NBC 7’s Wendy Fry reports.
