On Tuesday, flowers and notes were on display inside an East County coffee shop where Jackie Lerma Billings, 54, worked. She’s the Santee woman who died likely from contracting meningitis. NBC 7’s Vanessa Herrera learned just how big of an impact Billings made on so many people’s lives, including her customers.
