Surfrider Files Lawsuit Over Sewage Spills

NBC 7 Melissa Adan reports that on Tuesday, the Surfrider Foundation announced they would move forward with a lawsuit against the United States International Boundary and Water Commission over sewage flowing into the U.S. from Tijuana.
