Lifeguards Alerted to Whales Dragging Kelp Off Sunset Cliffs

A boater alerted lifeguards when a baby whale and its mother appeared tangled up in kelp off Sunset Cliffs. Lifeguards consulted with experts and determined that the whales were not in any danger. NBC 7’s Steven Luke has more.
