Santee Mayor Blames Homeless for Copper Thefts

A rash of copper thefts has cost Santee thousands of dollars, prompting the city to take extreme measures. Mayor Randy Voepel says the homeless are to blame for thefts, which cost the city thousands of dollars. NBC 7’s Dave Summers reports.
