With California’s overcrowded prisons still under federal court supervision, Gov. Jerry Brown is pushing a ballot measure to once again overhaul crime and punishment policies. But opponents say it poses great risks. NBC 7’s Marianne Kushi speaks with Reverend Shane Harris of the “National Action Network” a civil rights organization. He supports the measure.
