Pet Kidnappings Are Increasing

Dog kidnappings rose nearly 50 percent this year, according to the American Kennel Club. The motivation behind stealing pets is often ransom money, or sometimes people simply want to keep the pets. California has 14 reports of stolen dogs this year.
