Details Emerge in Downtown Rocks Project

Large rocks installed near downtown San Diego are sparking questions. The City of San Diego says the project was meant to increase safety in the area. However, City emails obtained by NBC 7 show the motive appears to be directed at getting rid of homeless people so the area is clear before patrons go to baseball games at Petco Park.
