Noise from Downtown Library Gets Complaints

East Village residents are complaining about a loud howling noise created when wind blows through the dome of the new downtown library. They say the noise was especially bad during last weekend’s storm. The issue was discovered during construction, and as NBC 7’s Greg Bledsoe explains, it does not seem to be going away.
