Massive waste of water by the city?

The water hydrant has been running in front of my house for about half an hour now. The hydrant up the street seems to be gushing at the same rate. Seems like a colossal waste of water considering our currant water situation here in California. So much water being expelled out of the hydrant that the water is sputtering out of my kitchen sink! 2108 B st. 92102
