NBC 7 Investigates: Dumped Pet Ashes and Dumpy Immigrant Shelter

The San Diego Pet Memorial Park vowed to make changes after NBC 7 Investigates revealed it was dumped pet ashes in a trash bin, not in the ocean like it claimed.
