‘Smart Park' to Open in Chula Vista

NBC 7’s Elena Gomez reports on the park that is connected to the Biba app. It’s the first of its kind in Chula Vista, the second largest city in the county. The park, located on Connoley Circle, is south of Orange Avenue and west of Hilltop Drive.
