Person Rescued From Submerged Car

A rescue crew had to use a boat to rescue a man from high waters in the Tijuana River Valley Friday after a heavy rain storm swept through San Diego County, causing flooding in some areas. NBC 7’s Dave Summers reports on May 16, 2015.
