Widow Pleads for Driver in Fatal Hit & Run Crash to Turn Self In

NBC 7’s Ashley Matthews talks with the widow of Rafael Cruz Fermin. Fermin was struck and killed while crossing Broadway in Chula Vista on Sunday. The driver in the crash fled the scene.
