Complaints Arise over Downtown Porta-Potties

For almost three weeks now, a row of Porta-Potties has crowded the sidewalk across 3rd Avenue from City Hall. The portable toilets are mainly serving the homeless, since the public restrooms the Civic Theater were closed for construction to become compliant with the Americans with Disabilities Act. As NBC 7’s political reporter Gene Cubbison explains, pedestrians say the smell is overwhelming.
