City Could Save Millions: Outsourcing Expert

A new city contract, with two private companies, could save San Diego taxpayers more than $20 million. Mayor Jerry Sanders says that money will be spent on libraries, rec centers and street repairs. But an NBC 7 Investigation found one critic claims the city must do more to outsource government work, and save millions more.
