City Flushes Pipes Despite Drought

The City of San Diego is replacing old water lines along 5th Ave., which requires gallons of water to flush through the pipes, but as NBC 7’s Matt Rascon reports, some Bankers Hill residents aren’t happy about the water going to waste amid a drought.
