SDPD Explains Untested Rape Kits

What is a backlogged rape kit? That definition is being debated between an advocacy group for rape survivors and law enforcement. The group says the San Diego Police Department has more than 2,800 untested rape kits in its possession, but the SDPD says that number is significantly lower.
