Tiered Water Rates Ruled Unconstitutional

Water agencies in San Diego use tiered water rates to calculate how much water a customer uses. On Monday, an appeals court ruled San Juan Capistrano’s tiered water-rates are unconstitutional. So what will that mean for conservation measures in the statewide drought?
