Both Sides Stand Firm on Barrio Plan

The fight over how Barrio Logan’s waterfront should be used resumes at City Hall on Tuesday. The fight is between community activists, concerned about neighborhoods and pollution, and the shipbuilding industry, that doesn’t want to lose business.
