Man Shoots at Pennsylvania Neighbor Hanging Christmas Lights: Police

The Pittsburgh man was coaxed out of his house by SWAT after he barricaded himself inside. Nobody was seriously injured.

Police in suburban Pittsburgh say a man fired a rifle at his neighbor hanging Christmas lights and then held police at bay for several hours inside his home before he was arrested.

Munhall police say 53-year-old Richard Carter has been charged with attempted homicide and other counts after shooting at his neighbor Saturday afternoon. The neighbor suffered a cut lip, which police say was caused by a ricocheted shot fragment.

Authorities say a SWAT team eventually persuaded Carter to surrender.

Police say they found spent rifle shell casings in Carter's home, along with thousands of rounds of ammunition and at least two dozen guns.

Chief Patrick Campbell says Carter has mental health issues that were known to police. Carter told reporters he was mad at his neighbor for personal reasons.
