Pennsylvania Police Charge Man in ‘Drunk Lives Matter' Shirt With Drunken Driving

Police in Pennsylvania say they arrested a man wearing a Drunk Lives Matter shirt for drunken driving.

Police say 44-year-old Elwood Gutshall III's blood-alcohol content was about two and a half times the state's legal limit for drivers when he was pulled over early on March 19 in Newville. He was wearing a green St. Patrick's Day shirt with the saying on it.

Online court records don't list an attorney for Gutshall, who faces a preliminary hearing May 26.

Nobody answered the phone at his home Wednesday.

The first parking restriction went into effect Wednesday along the 2400 block of Pennsylvania Avenue as south side angle parking will be restricted until May 8.

The first road closure goes into effect Monday at 12:01 a.m. as Spring Garden Street westbound will close at Pennsylvania Avenue and the right two lanes of Eakins Oval in front of the Art Museum steps will be closed for the building of the theatre.

Monday, there will also be lane closures as part of Phase 1 of the NFL Draft buildout including a lane drop along the southbound Kelly Drive between 25th Street and the Benjamin Franklin Parkway.

"The left lane of Benjamin Franklin Parkway will be closed from east Eakins Oval to Spring Garden Street and continue to southbound Kelly Drive, where it will open up to three travel lanes," the city said.

Phase 1 impacts are set to impact drivers until May 7.
Weeks ahead of the draft some roads will be impacted.
Phase 2 goes into effect on April 19 at 12:01 a.m. and last until May 2.

Phase 2 includes the entire closure of all lanes of the parkway from Eakins Oval to 20th Street.
Phase 3 goes into effect April 24 at 12:01 a.m. and lasts until 5 a.m. on May 1 and includes extensive closures that will impact drivers.

The city will divert traffic onto Fairmount Avenue for anyone trying to access the Art Museum and will send drivers onto the 24th Street Ramp to I-676 from Eakins Oval.
Phase 4 includes the basic entire closure of the area around the art museum and goes into effect on April 25 at 12:01 a.m. and lasts until 5 a.m. on May 1. If the road is in red, don't expect to use it during that time.
