San Diego Mayor Kevin Faulconer recently released his first proposed budget and he managed to make room for lots of new things. But in some key ways, his budget isn’t that different from former Mayor Bob Filner’s budget. NBC 7’s Catherine Garcia and the VOSD’s Lisa Halverstadt explain why.
