Mother of Baby Scratcher's Victim Speaks

Kelly Frederick said she empathizes for the three children of Lisa Hench, a former friend who scratched and wounded her son Charlie’s ears at a 2009 jogathon. Charlie was 17 months at the time, and his ears are now fully healed.
