HOV Lane Closure Could Cause I-15 Delays

Starting today commuters who take the interstate 15 express lanes will notice a change. The northbound entrance to the I-15 express lanes off of Highway 163 will be closed for at least three months. Monica Dean reports for NBCSanDiego News in the Morning from where the SR 163 merges with I-15.
