Dangers of CA Prison Realignment

It’s been three years since California Governor Jerry Brown realigned the state’s prison system, shifting responsibility of some offenders from the state to the county. Since then, 38 of those offenders have been arrested or charged with serious crimes, including murder and attempted murder. NBC 7’s Megan Tevrizian reports.
