Plan for new development in Proctor Valley falls through
A plan to change Proctor Valley into a development with 1,200 homes, a new school, and a fire station has been scrapped. As NBC 7’s Joe Little explains, it was all because of the new owners who recently won a lawsuit surrounding border fence construction.

The Sierra Club and several other state and federal agencies purchased nearly 1,300 acres in Proctor Valley Road for $60 million. The land was initially approved by the County of San Diego in 2019 for the Adara at Otay Ranch masterplan community.
