A judge ruled Thrursday that a 78-year-old second sexually violent predator recommended for supervised release at a residence in the Mount Helix neighborhood will not be placed at the home.

A 74-year-old man suffered serious injuries Wednesday morning when he was struck by a hit-and-run driver while walking across an onramp near Mount Helix, authorities said.

A 74-year-old man was struck by a vehicle that took off Wednesday morning from the Mount Helix area and authorities have little information about the driver, the California Highway Patrol said.

A judge on Monday rejected placing a sexually violent predator poised for conditional release at a home in the Mount Helix neighborhood near El Cajon, saying the residence was located in a densely populated neighborhood and in close proximity to children.
