East County Advanced Water Purification leaders say the city of San Diego is backing out of a signed deal.

Officials have been working on the advanced water purification system for more than eight years, and next week, they’re supposed to break ground, but at the 11th hour, there’s a hiccup, reports NBC 7’s Joe Little.
