The Buffalo Bills headed north twice last year to visit the great unknown that is "Canada." They did not bring many fans with them, and few of our neighbors to the north got particularly excited about games against Pittsburgh (preseason) and Miami (regular).
The great city of Toronto has a clearly vested interest (read: $75 million worth) in how the Bills draw fans to the Rogers Centre. Obviously, so does the NFL. Which is why they're considering using the Indianapolis Colts as the opponent for the Bills' Canadian game this season.
