U.S. to Accuse Russia of Breaching Nuclear Treaty

In an escalation of tensions, the U.S. will cite Russia for violating a 1987 nuclear test ban treaty, a senior administration official told NBC News on Monday. The Obama administration says Russia tested a new ground-launched cruise missile, breaching the Intermediate-Range Nuclear Forces Treaty that President Ronald Reagan signed with Soviet leader Mikhail Gorbachev. The findings will be delivered in a State Department annual report on Tuesday. White House officials also announced Monday that both the United States and European Union will soon impose additional sanctions against Russia over its support of rebel fighters in Ukraine.
