For one Valley Center resident, the anger over what happened to her can't be described with enough words.
"It's disgusting,β said the woman in an interview with NBCSanDiego. She asked that she only be referred to as βLouiseβ.
The 32-year-old woman is the alleged "peeping" victim seen in surveillance video taken from a North County retail store back in July.
According to Escondido Police detectives, the video shows Julio Cesar Garcia, 22, sneaking up to Louise and snapping a picture up her skirt using a cellphone.
"I was just standing there smiling, having a good time shopping with my boyfriend and my daughter and this guy is standing like a foot behind me,β said Louise. βI had no idea, [I was] completely oblivious.β
It was that surveillance video which launched a four-month investigation into Garcia, a Valley Center man, who detectives described as the worst Peeping Tom they have ever seen in North County.
Investigators found more than 2,100 photos and video clips on Garcia's iPhone of teen girls and women that had been taken up their skirts, according to police.

There are at least 100 victims, but so far only four have been identified and notified, police said.
Now, police are asking for the public's help in tracking down the unknown victims so prosecutors can build a bigger case against Garcia who faces more than two dozen misdemeanor charges including ones related to secretly filming people.
Garcia also faces felony DUI charges in an unrelated case involving an October crash that left at least one person seriously injured.
Louise said she is hoping more victims come forward because she fears Garcia may not serve much time in prison if convicted. "He's going to move onto something else and if he gets off easy then he's going right back to doing it, so the more people the better, βLouise said.
Garcia is scheduled to be arraigned on Friday at Vista Court on the peeping charges and DUI case.
