The Santee City Council voted 5-0 against the proposed Quail Brush Power Plant.
Several Santee residents made passionate pleas at Wednesday’s council hearing.
One-by-one, people who say they simply love their city and the beautiful, scenic views, spoke to about why they oppose the proposed plant.
Resident Sylvia Sullivan was concerned about the noise and air pollution she believes would be produced by the plant.
"To change the plant's look so that it isn't visible or won't disrupt the scenic view, won't cut it if the plant spews out poisons in the air we breathe or clogs our brains with noise," Sullivan said.
One man told the board he was losing sleep over the thought of the plant.
"Every time I come down Highway 52, especially at night, I start visualizing that plant being there and it keeps me awake at night, trying to think of ways that I can legally stop that," he told the board.

The plant, with its 11 natural gas-fired engine generators, would provide electricity to SDG&E customers during peak demand.
It would be located half a mile from West Hills High School, just north of the westbound entrance to State Route 52 near Mission Trails Regional Park.
