Police Use New Sketch, Decoys to Catch Flasher

Chula Vista Police released a composite sketch of the man Thursday

 Chula Vista Police have turned to canvassing and female police decoys to help them catch a serial flasher in the Winding Walk area.

Investigators released a composite sketch Thursday of the man they say is responsible for at least four separate flashing incidents.

In each case, witnesses say the suspect appears fully naked, often asking for clothes. The man typically shows himself fully clothed before or after each incident.

One victim told police she was sitting on a set of steps at a playground in Otay Mesa when she looked up and saw a β€œnaked and erect” man standing a few inches from her face.

Others waited to come forward, saying they thought it was a prank or that the suspect was drunk.

To raise awareness, police and community members have started distributing fliers with the suspect sketch around the neighborhood. The CVPD has also used female police decoys to try to catch the suspect in the act.

The suspect is between 16 and 20 years old, 5-foot-3 to 5-foot-9, and weighs 120 to 145 pounds, according to the CVPD.

Police say if you are confronted by this man, it is not a prank, so call 911.
