Escondido police say they found 2100 upskirt photos and videos on Julio Cesar Garcia's phone

A Valley Center man accused of taking thousands of pictures and videos up the skirts of women and teenage girls has been arrested.

Julio Cesar Garcia, 22, has been under investigation since July when police got a tip from security workers at a North County shopping center.

That's where he was seen on surveillance video photographing unsuspecting victims as they shopped, according to Escondido police.

"There almost appears to be nothing that scares him," said Lt. Craig Carter. "And nothing that he's not willing to do."

After getting the surveillance video, investigators were able to track down Garcia. They seized his iPhone and found more than 2100 photographs and videos of victims, Lt. Carter said.

Garcia didn't say anything during his arrest Wednesday.

Detectives have identified four victims and notified them, but there are many more that haven't been identified.

"About a hundred that we need to identify, hopefully someone will recognize him and call us,"Lt. Carter said. Some of the video taken from the iPhone shows women waiting in line with their children next to them.

Dozens of photos and videos of at least one of Garcia's female neighbor were also found on the phone.

Some of the images also show teen girls waiting at a Valley Center school bus stop. Investigators said at least ten victims may have been customers at Garcia's former employer Express Tire in Rancho Bernardo.

Lt. Carter said Garcia took pictures of victim's car registrations and even the high school identification card of a teen girl. Garcia faces dozens of charges including secretly filming people and annoying children.

He has been booked into Vista Jail pending his arraignment.
