State coastal commissioners denied a $1.3 billion San Diego bayfront renewal venture that includes a new Navy regional headquarters on Wednesday.

At a meeting in Oceanside, they agreed unanimously that the proposed "Pacific Gateway" project and its surroundings have changed to the extent that it no longer meets coastal regulations.

Opponents say it needs to go back to 'square one' in the approval process, and Coastal Commission staffers agree.

The decision apparently leaves the Navy and developer to file a lawsuit -- or return with a redesigned proposal for further reviews.
